Dear EarthTalk: What can be done to prevent oil leaks and spills like the one in the Gulf of Mexico?  – P. Greenville, Brewster, NY

The explosion of BP’s Deepwater Horizon drill rig on April 20 and the resultant oil spill now consuming coastal regions of the Gulf of Mexico could not have come at a worse time for President Obama, who only recently renewed a push to expand drilling off the coast of Virginia and other regions.

The debate over whether to tap offshore oil reserves with dangerous drilling equipment has been raging since extraction methods became feasible in the 1950s. It heated up in 2008 when George W. Bush convinced Congress to lift a 27-year-old moratorium on offshore drilling outside of the already developed western Gulf of Mexico and some areas off Alaska. Despite public protests, cash-strapped governments of several coastal states wanted the moratorium lifted given the potential for revenues.

Barack Obama had historically toed the Democratic party line on offshore drilling -- don’t allow it -- but changed his tune during his 2008 campaign to compromise with pro-drilling Republicans if they would play ball with him on his carbon emissions reduction and energy efficiency initiatives. Then on March 31, three weeks before the Deepwater Horizon explosion, which killed 11 workers and has caused untold environmental damage, Obama called for new offshore drilling in the Atlantic from Delaware to central Florida and in Alaska’s untapped northern waters. He also asked Congress to lift the ban on offshore drilling in the oil-rich eastern Gulf of Mexico, just 125 miles from Florida’s beaches.

A key aspect of Obama’s new plan is to assess the potential risks and benefits of each specific offshore site before drilling there can commence. While Obama’s plan wouldn’t grant any new leases until 2012, the Deepwater Horizon problem is casting a long shadow over the public comment process now going on in Virginia and other coastal states otherwise ready to sign on the dotted line for exploratory wells to go into their offshore waters. Whether or not Congress and the American people are willing to let their government expand on what appears already to be some risky business is anybody’s guess at this point.

Oil industry representatives maintain their equipment and processes are safer than ever. The U.S. Minerals and Management Service (MMS) blames the vast majority of the 1,400 offshore drilling accidents in U.S. waters between 2001 and 2007 on “human error,” not malfunctioning equipment, though some might argue that the distinction is irrelevant because there will always be human error. A small fire on the Deepwater Horizon in 2005 was found to be caused by human error, and most analysts agree some kind of bad judgment call also likely caused the rig’s ultimate demise. The MMS says it was already in the process of drafting new regulations that would require rig operators to develop programs focused on preventing human error, including operations audits once every three years for each rig.

Some Congress members don’t think the new regulations are enough, especially in the wake of the BP tragedy. U.S. Senator Bill Nelson, a Florida Democrat who has led opposition to offshore drilling, has now called for a congressional investigation of safety practices at offshore oil rigs, and has asked the U.S. Interior Department to undertake a full review of all U.S. drilling accidents over at least the last decade.

“Goats help prevent forest fires…by eating the dry stuff before the fire season strikes,” says Lani Malmberg, owner of Colorado-based Ewe4ic (pronounced “u-for-ik”) Ecological Services, which uses goats to gradually and naturally remove weeds and return lands to a healthier more natural state.

Goats have been called in for fire mitigation purposes across parts of California, Arizona and other drought-prone parts of the western U.S. In the Oakland and Berkeley hills regions of California’s Bay Area, where the combined effects of drought and a bark beetle infestation have killed thousands of acres of trees, public agencies and residents have enlisted the help of goat herds to suppress weeds and keep down the fire risk in the process for what remains of the area’s forest cover.

“The goat clearance scheme is one of the key reasons the Bay Area hasn’t had a recurrence of a catastrophic fire in decades,” says Tom Klatt, former manager of the Office of Emergency Preparedness at UC Berkeley and the author of UC Berkeley’s 2007 Fire Mitigation Program Annual Report.

Other earth-minded land managers are going goat as well. The Nature Conservancy recently hired goats to keep dry grasses and other tinder-like plant matter down at its Hassayampa River Preserve in Arizona, where the constant threat of summer fires haunts nearby homeowners while endangering the integrity of the area’s unique and fragile riparian ecosystem.

Using goats to control forest brush may seem like a novel idea, but it’s really been around as long as grazing animals have roamed the planet looking for nourishment. But with ever-increasing human development, wild grazers are fewer and farther between. The problem is exacerbated by our building our homes so close to (and sometimes within) forested areas that naturally burn occasionally. Efforts to then suppress all forest fires—even naturally occurring undergrowth burns—to protect these homes have led to “tinderbox” conditions ripe for those large destructive fires that spread for hundreds of miles, blown by the wind from treetop to treetop.

Grazing goats are also used in other endeavors. “Goats can be utilized as an effective bio-control agent to reduce weed populations to economically acceptable levels,” says Malmberg, adding that weeding with goats requires no pesticides or herbicides and generates zero greenhouse gas or other harmful emissions.

Dear EarthTalk: How can I make good use of the rainwater that runs down my roof and into my gutters?  – Brian Smith, Nashua, NH

For most of us, the rain that falls on our roof runs off into the ground or the sewer system. But if you’re motivated to save a little water and re-distribute it on your lawns or plants — or even use it for laundry, dishes or other interior needs — collecting rainwater from your gutters’ downspouts is a no-brainer.

If it’s allowed in your state, that is. Utah and parts of Washington state have antiquated but nonetheless tough laws banning anyone but owners of water rights from collecting rainwater flowing off privately owned rooftops. Such laws are rarely enforced, however, and one in Colorado was recently overturned.

According to John C. Davis, writing in E – The Environmental Magazine, just about any homeowner can collect rainwater, given that the roof and gutters do most of the work. And since an inch of rain falling on a 2,000-square-foot roof produces some 1,200 gallons of runoff, one can harvest enough to supply all the water needs of a family of four for about two weeks. Of course, most of us would only use rainwater to irrigate our lawn or garden, and there should be plenty to go around for doing that in all but the most drought-stricken areas.

Plants and grass actually do better when fed rainwater instead of tap water, which is usually treated with softeners that actually inhibit plant growth. And, reports Davis, the lack of minerals in rainwater actually makes it more effective than tap water for shampooing or doing dishes. Using rainwater for plumbing uses can also extend the life of pipes and water heaters, since the salts added to tap water facilitate corrosion. Homeowners should set up a water purification system if they do plan to use rainwater for interior needs.

Beyond the benefits to individual homeowners, rainwater harvesting can also be good for the local community, as it reduces the erosion, flooding and pollution runoff associated with heavy rainfall, and lessens reliance on public water supplies, alleviating some of the burden on utilities. Given these benefits, some states, including even drought-prone Texas, subsidize residential rainwater collection systems.

Many varieties of rain barrel systems, starting at just $100, are available for home installation. A typical set-up is simply a rain barrel positioned under a gutter’s downspout. “The barrel is typically fitted with a spigot at its base to fill a watering can or attach a soaker hose (which bleeds out water all along its length, providing effortless drip irrigation), and a filter or screen at its top to prevent a buildup of leaves and other debris,” writes Davis. According to the U.S. Environmental Protection Agency, a single 100 gallon rain barrel can save up to 1,300 gallons of utility-provided water during the high demand summer months.

Handy homeowners can make their own water harvesting systems, but buying one pre-made is a lot easier. Most nurseries and garden centers offer a range of choices (as well as advice), but websites such as Aquabarrel, Clean Air Gardening and Rainxchange make it easy to order a system online.

May 2010: Great Lakes threatened

Dear EarthTalk: What are the major threats to the Great Lakes in the United States and what’s being done to address them?

The Great Lakes watershed is a unique and important ecosystem that contains some 95 percent of America’s fresh water surface area, and is a continental hub for birds, fish and other wildlife. According to the National Audubon Society, the Great Lakes provide habitat for some 400 bird species. But it is the region’s exploding human population -- now at 42 million -- that is causing many environmental problems.

Major threats include toxic and nutrient pollution, the growing presence of non-native invasive species, and the destruction of critical wildlife habitat. In addition, the region’s residents worry that other parts of the country and world facing water shortages will find ways to divert Great Lakes water to quench their far-off thirsts. It remains to be seen what kind of impact global warming will have on the region.

Perhaps the issue that gets the most attention is the menace of invasive species. They arrive via heel, tire, railway and ship, and are profoundly altering the region’s ecology. The most notorious case is that of the zebra mussel which, originally native to southeast Russia first arrived in the late 1980s on ocean-going ships via the St. Lawrence Seaway. Aside from outcompeting native species for food, they have absorbed toxic PCBs dumped years earlier and transferred them up the food chain in being eaten by round gobies (also a non-native species), which in turn are preyed upon by walleye.

Another major problem is pollution itself. Tons of pesticides, herbicides and fertilizers run off of farms and into the water every month. Coal-fired power plants spew mercury into the air and factories of all kinds emit other pollutants that all eventually end up in the water. Converting farmers to organic agriculture and cleaning up smokestacks are top priorities.

Federal, state and local authorities and nonprofit/community groups are working diligently to help restore compromised areas in the region. The Obama administration’s 2010 budget allocates $475 million to the Great Lakes Restoration Initiative. Led by the U.S. Environmental Protection Agency, the Initiative is assessing the threats to the region and laying out a roadmap for remediation through the Great Lakes Interagency Task Force, which includes representatives from the EPA, departments of State, Interior, Agriculture, Commerce, Transportation, and Housing and Urban Development.

Some of the beneficiaries of this funding will also be some of the 100+ nonprofit and community groups that have formed the Healing Our Waters Great Lakes Coalition. These groups hope to leverage each others’ expertise and work together on restoration projects throughout the region.

Meanwhile Minnesota, Wisconsin, Illinois, Indiana, Ohio, Michigan, Pennsylvania, New York, Quebec and Ontario have come together as the Great Lakes Basin Compact to ward off drought-stricken places from taking fresh water out of their region.  Member states and provinces have delineated a border around the region beyond which water cannot be shipped. The agreement came about in 2005 when a Canadian company announced it wanted to ship water from Lake Ontario to Asia.

Dear EarthTalk: Short of massive efforts to build a public transportation infrastructure, which doesn’t appear likely anytime soon, what is being done to address traffic congestion, which is reaching absurd levels almost everywhere?             – John Daniels, Baltimore, MD

Traffic congestion has gotten way out of hand – and not just in developed countries anymore: Traffic jams and smog plague dozens of cities in China and in many other parts of the developing world. Here in the U.S., road congestion now causes commuters to spend an average of a full work week each year sitting in traffic, according to the Texas Transportation Institute. While alternative modes of getting around are available, most of us still opt for our cars for the sake of convenience, comfort and privacy.

The most promising technique for reducing city traffic is called congestion pricing, whereby cities charge a toll on entering certain parts of town at certain times of day. The theory goes that, if the toll is high enough, some drivers will cancel their trips or opt for the bus or rails. And it seems to be working: The Environmental Defense Fund (EDF) reports that Singapore, London, Stockholm and the three largest cities in Norway have reduced traffic and pollution in downtown areas thanks to congestion pricing.

trafficNew York City Mayor Michael Bloomberg continues to push for congestion pricing to ease traffic in Manhattan. The latest proposal – rejected by the State Legislature in 2008 – called for an $8 toll to enter Manhattan between 6 a.m. and 6 p.m., with monies funding public transit maintenance and expansion.

Another way to reduce rush hour traffic is for employers to implement flex-time, which lets employees travel to and from work at off-peak traffic times to avoid rush hour. Those who must travel during busy times can do their part by carpooling. Employers can also subsidize employee mass transit costs, and/or allow more workers to telecommute (work from home) so as to keep more cars off the road altogether.

Some urban planners still believe that the best way to ease traffic congestion is to build more roads – especially expressways that can take drivers around or over crowded city streets. But such techniques don't really keep more cars off the road; they only accommodate more of them. Forward-thinking city planners, knowing that more and more drivers and cars are taking to the roads every day, are loathe to encourage more private automobiles when mass transit options are so much better for people and the environment.

And Americans are getting it. According to EDF, public transit usage has steadily risen since 1995, with Americans taking 10.7 billion public transportation trips – the largest number in a half century – in 2008. Light rail, hybrid buses and other promising options are working their way into some U.S. cities. To this end, the Obama administration has committed some $7 billion in stimulus dollars to help transit systems increase capacity and upgrade to more efficient technologies.

But environmentalists complain that such funding is a drop in the bucket compared to the $50 billion committed to roads, bridges and highways, and that transit authorities can’t use any of it to fund maintenance and operations, meaning that jobs must be cut and routes shut down. EDF is calling on Obama to include significant funding for transit operations in the jobs bill now being debated in Congress.

Dear EarthTalk: I have a new linoleum floor, which I chose partly for its eco-friendliness. How do I clean and maintain it without using harsh or toxic chemicals? – A.J. Maimbourg, via e-mail

Whether you chose linoleum flooring for its no fuss functionality, the soft feel underfoot, its distinctive look, or its green attributes, you definitely want to take care of your investment in an eco-friendly way for the sake of maintaining it for as long as possible while protecting the indoor air quality in your home.

Real linoleum – as distinct from synthetic versions or vinyl – is made from all-natural materials, including wood flour, rosins, ground limestone, powdered cork, pigments, jute and linseed oil. As such it is one of the greenest flooring options out there today. The GreenFloors.com website reports that old linoleum – including scraps and remnants from the production process – can be recycled to create new sheets of the stuff. And given that it is made from natural materials, linoleum is practically carbon neutral, and the energy created by incinerating it at the end of its useful life is almost equal to the energy needed to create new linoleum.

linoleumGiven how green linoleum is, cleaning it with harsh synthetic chemicals and maintaining it with polymer-based waxes just wouldn’t be right. Luckily there are alternative ways to help keep your linoleum floor looking good for decades without compromising the environment or shortening your own life span in the process.

Melissa Breyer of the green lifestyle website Care2.com recommends sweeping, dust-mopping or vacuuming your linoleum floor frequently in order to cut down on the amount of abrasive dirt around that can build up and mar the finish. As for actual cleaning, she says to use a damp mop with a mild all natural liquid dish soap and warm water. Adding a half cup or so of vinegar to the rinse water will increase shine if that’s the look you’re going for. To get rid of scuff marks, Breyer suggests dipping a sponge in jojoba oil and rubbing lightly before wiping up completely. Pencil erasers can also work wonders on linoleum scuff marks.

As for what to avoid, Breyer says to stay away from solvent-based products which can soften and damage linoleum. Typical floor cleaning solutions will leave a sticky residue behind, so sticking with something like Ivory Liquid dish soap is the best bet. Also, the best way to deal with tough stains is not by scouring; instead make a paste of baking powder and gently wipe with a wet rag until the stain fades away.

In terms of wax, there are several greener varieties now available. Livos’ BILO is a paste wax designed for wood, cork, tile and – you guessed it – linoleum. It is derived from beeswax and linseed oil and produces a semi-gloss finish after buffing. Like all Livos products, BILO is made from organic ingredients and is 100 percent biodegradable and safe for humans, animals, air, water and soil.

For those willing to commit to periodic occasional maintenance, linoleum flooring should last decades if not longer. And given its relative low-cost and ease of installation, some consider linoleum the “green flooring for the masses.”
